Principal


Joseph Scanga is a partner at Calthorpe Associates, and has been with the firm since 1989. He has nearly two decades of overall experience in urban design, station area planning, infill sites, and architecture of housing and mixed-use prototypes.

Mr. Scanga has been Principal-in-Charge, Project Manager, and/or Lead Designer for many projects, including the following;

STATION AREA PLANS AND URBAN REVITALIZATION:

  • Aggie Village, Davis, CA - funded by UC Davis, this 10-acre master plan provides a range of housing to support the University’s needs, and a retail component which acts as an entrance to the downtown. See built images of this village.
  • Curtis Park Hope VI, Denver, CO - using funds secured through a Hope VI grant, this plan re-orients public housing from large inward-facing blocks into a street and alley-oriented configuration that acknowledges the public realm. See built images of this project.
  • Hiawatha/Lake St. TOD Master Plan, Minneapolis, MN - a community-based master plan for a half-mile radius around a planned light rail station, including the redevelopment of a failing strip mall.
  • Oak Street Hope VI, Coatesville, PA - this plan replaces a deteriorated 1960's public housing project with traditional neighborhood housing, and also addresses a 'Main Street' revitalization. This project is a part of the HUD Hope VI program.
  • Old Elm Village, Petaluma, CA - this 5-acre affordable housing project is considered a 'model' for the City in their search for smart growth, creating compact, well designed housing directly adjacent to existing services. See built images of this project.
  • Richardson DART Station Area Plan, Richardson TX - with the new DART line starting operation, this plan examines station area urban development, in a way that would transform auto-oriented land use into mixed-use, transit-supportive development. See photo simulations of the two station areas.
  • Richmond (BART) Transit Village, Richmond, CA - the plan creates ownership housing at a density that supports an important Bay Area inter-modal Station, serving BART, Amtrak, and bus service. See latest built images of this project now under construction!
  • Triangle Square, Austin, TX - a 22-acre infill project, which brought together community and development interests to create an economically feasible, transit and pedestrian-supportive plan.

COMMUNITY DESIGN:

  • Austin Ranch, City of the Colony, TX - This 70-acre infill project developed a high-density gridded neighborhood plan, featuring a variety of unit types and mixed-use buildings with structured parking. See built images of Phase I and Phase III.
  • The Crossings, Mountain View, CA - an 18-acre infill project at a commuter rail station, that transformed a struggling mall into a model of transit-oriented development within a city that has incorporated a city-wide TOD approach. See built images of this neighborhood.
  • Highland's Garden Neighborhood Plan, Denver, CO - a 27-acre mixed-use infill project which re-uses the original Elitch Garden amusement park, incorporating housing, and maintaining important existing structures. See built images of this neighborhood.
  • Laguna West, Sacramento, CA - an 800-acre new town in Sacramento County, one of the groundbreaking projects of the New Urban movement. See built images of this neighborhood.
  • Moffett Field Vision Plan, Mountain View, CA - a master plan for the reuse of the NASA Ames facility, creating a mixed-use village incorporating housing, University, and tourism uses.
  • Rio Vista West, San Diego, CA - a mixed-use neighborhood, which incorporates high density housing and "big-box" retail into a pedestrian-oriented community served by light rail.
  • Hawaii Regional Housing Privatization, Honolulu HI - a public/private vision to redesign the family housing sites and create better communities for the enlisted in and around Pearl Harbor.
  • Great Lakes Regional Housing Privatization, Chicago IL - a program to create new communities and housing for the enlisted at the Great Lakes Installation in Northern Chicago.
  • Shady Grove Station Area Plan, Montgomery County, MD - a masterplan for the areas directly adjacent to the end of the Washington Metro, Red Line.
  • Konterra Masterplan and Conceptual Site Plan, Laurel MD - a 488 acre masterplan at the convergence of Interstate 95 and ICC between Washington DC and Baltimore, MD

REGIONAL PLANS:

  • Denver LUTS, Denver, CO - This study examines the link between land use and transportation, using six case study sites to review existing land use regulations. This study formed the basis for the Denver Blueprint, an overhaul of Denver’s zoning code.
  • Wasatch Front TOD Study, Salt Lake, UT - a study of four potential TOD sites in the Salt lake region, and a handbook of guidelines to facilitate the region’s cities in implementing TOD concepts. See photo simulations of this station area sites.
  • Downtown Development Strategies Project, Ann Arbor, MI - a policy document that built consensus for recommendations on potential zoning changes for Downtown Ann Arbor.

INTERNATIONAL MASTER PLANS:

  • Dongli Lake, Tianjin, China - a master plan directly adjacent to a large recreational amenity, which eases some of the pressure for high-quality housing in a continuously growing area.
  • Zhanggui Zhang New Town, Tianjin, China - a 560 hectare masterplan which tests the idea of Town and Village Centers with new circulation patterns within the outer ring-road of a city of 9 million people.
  • Domodedovo Masterplan, Moscow, Russia - 30,000 hectare masterplan that provides a new vision for an area near the Domodedovo Airport, just Southwest of Moscow's center.
  • Jumeriah Village South, Dubai, UAE - a development which emphasizes mixed-use, high-density neighborhoods and still maintaining a focus on strong community and pedestrian quality.

Prior to joining Calthorpe Associates, Mr. Scanga worked with Fisher-Friedman Associates, projects he was involved with include Pleasant Hill City Hall, UC Irvine Graduate Student Housing, and UC Riverside Student Housing. He is also the acting President of the Italo Scanga Foundation, a non-profit charitable-trust whose mission is to support the visual arts.

Mr. Scanga graduated with a Bachelor of Architecture and Bachelor of Fine Arts from the Rhode Island School of Design. He has a Master of Architecture from the University of California at Berkeley, where he studied in Italy with the International Laboratory of Architecture & Urban Design (ILAUD) program. He has been a guest critic at UC Berkeley and California College of Arts & Crafts (CCAC) - Bay Area universities - and has lectured extensively throughout the country on the subject of compact growth adjacent to transit stations.
