As comprehensive, long-range documents guiding a city’s policy and ultimately its physical development, General Plans must adapt to reflect the changing demands upon the environment. It is a city’s General Plan that must achieve consensus in establishing a unified social, economic, and environmental vision for a communal future.  Attaining the fragile balance between growth and preservation, open space and built space is often the challenge of the General Plan. 

HDR | | Calthorpe grounds each General Plan update process in a series of community workshops.  Public opinion is used to inform a set of block standards, design guidelines, and phasing strategies to create a plan that is as well designed as it is economically feasible.  The result is a planning document that provides sufficient flexibility to stand the test of changing markets while guaranteeing an urban pattern that meets each city’s goals and objectives. Issues typically handled through a general plan include: land use, circulation, housing, conservation, open space, noise and safety.
